Mandates of the organization

As mandated by Nigeria’s NIMC Act No. 23, the NIMC has the responsibility to establish, own, operate, maintain and manage the National Identity Database in Nigeria, register persons covered by the Act, and assign a Unique National Identification Number (NIN) as well as issue General Multi-Purpose Cards (GMPC) to Nigerian citizens and others.

A new law, the NIMC Act of 2007, defines the National Identification Number (NIN), its functions, and powers, as well as the National Identity Database (NIN). The Act also gives the Commission the authority to issue regulations relating to its functions, as well as the power to amend the Act. As part of the NIMC Act of 2007, the former Department of National Civic Registration (DNCR) was abolished and all its assets and liabilities were transferred to NIMC.

Powers

“Any person may request information on data from the Commission on matters related to its functions under this Act,” states Section (6) of the NIMC Act No. 23 of 2007.

This Act or any other enactment requires or permits the Commission to do the following things: Establish and operate administrative and monitoring offices in the States, Local Government Areas, and Area Councils.

Functions

A unique National Identification Number shall be assigned to each person registered in accordance with paragraphs (b) and (c) of this section, and the National Identification Number shall be incorporated into or made compatible with other existing identity-related databases and registers in respect of which information or data relating to each person is stored.

In accordance with section 14 of this Act, establish and operate the National Identity Database, including harmonization and integration of existing identification databases in government agencies, and integration of existing identification databases in government agencies and integrating them into the National Identity Database;

Team up with appropriate departments and organizations in establishing guidelines and technical requirements for broadband links between organizations and for the devices used for such communications defined or sustained pursuant annexed to the following paragraphs: k and j

Establish standards and technical specifications for ICT links between organizations, as well as the devices used for such communications, in collaboration with relevant bodies and agencies, in accordance with paragraphs I and (j) of this section.

Assist in the establishment of secure communication links with end-users in any organization, agency, or body, whether public or private.

Execute any other duties that the Commission deems necessary or expedient in order to carry out its responsibilities under this Act;

Compile information obtained by the Commission in the course of its duties under the Act and reproduce it as needed;

Make sure any information or data collected or obtained from the National Identity Database is preserved, protected, sacred, and secure (including cyber security);

If you want to develop the Identity Management Solution or implement any of its functions, you can enter into an agreement with any private or public sector agency or organization.

Maintain secure communication links with any existing identity-related databases or agencies;

The National Identity Database should be used to register Nigerian citizens,

Enrolling lawfully residing non-Nigerian citizens;

A General Multipurpose Identity Card will be issued for any person registered under paragraphs b) and c).

Respond to requests for verification of individuals’ identities;

Keep an eye on the identity management industry;

In Nigeria, register all births and deaths.
